I was able to solve this by hitting the Windows key to bring up start menu, searching "radeon settings", then in the AMD control panel going to the Display tab, enable GPU scaling, set scaling mode to "preserve aspect ratio", and then adjusting the HDMI scaling slider up to 6%.
